[CentOS-mirror] error when i want to sync

Before you're able to sync to that address, you need to become a listed
public mirror, as seen here:
https://wiki.centos.org/HowTos/CreatePublicMirrors. Once your mirror has
been approved, then you can sync to that address. For now, you will need to
sync from another mirror in your area.
