Hi, this mirror has now been added. You can now switch to rsyncing from
rsync://msync.centos.org/CentOS/
That said, there are some permission problems that you should fix:
$ ncftp ftp://mirror.dc.uz/centos/

And for rsync:
$ rsync rsync://mirror.dc.uz/centos/TIME /tmp

The other files/directories may also be affected, I only tested this file.
