[CentOS-mirror] Update to public IP for rsync whitelist

Our CentOS mirror changed IPs recently

The new IP that Rsync will be visible from for synchronization
is: 38.107.241.2
We realized our mirror was not updating after the move, and that CentOS was
set with a whitelist.

The mirror is still trying to synchronize, but currently errors out on
rsync attempts until the whitelist is adjusted.
