[CentOS-mirror] Submitting Horizon mirror

OK, looks good now. Your mirror has now been added and you can rsync
from rsync://msync.centos.org/CentOS/ now.
As I mentioned, there are still some routing issues, but they won't
cause your mirror to be delisted. If you are interested, you can have a
look at the scorecard at http://miuku.net/ipv6reach/
