Hi, unfortunately your mirror does not seem to be complete, and thus it
does not fulfill the requirements.

Please do a full sync from some other external mirror first, without
excluding anything. rsync://mirrors.viethosting.com/centos/ may be a
convenient source for your initial sync. Please let us know when you
think your mirror has all the files.

In addition, your mirror seems to have an IPv6 address in DNS, but it is
not reachable from the outside:

$ curl -6v http://mirror.horizon.vn/centos/timestamp.txt
* About to connect() to mirror.horizon.vn port 80 (#0)
*   Trying 2403:b3c0:0:3::8...
* Connection refused
* Failed connect to mirror.horizon.vn:80; Connection refused
* Closing connection 0
curl: (7) Failed connect to mirror.horizon.vn:80; Connection refused

Please either fix the IPv6, or remove the IPv6 address from DNS. Thanks!
