Thanks, I've now added this mirror and you can now rsync from 
rsync://msync.centos.org/CentOS/

I'm afraid that link-local IPv6 address is not suitable for this 
purpose. If you have a real globally routable IPv6 address please let us 
know and we'll add it to the list.

There's also a slight problem with your rsync:

$ rsync rsync://mirror.serverion.com/centos/
rsync: failed to connect to mirror.serverion.com (94.228.210.101):
