[CentOS-mirror] create public mirror in our country

Hi Dear Nahid
There is a problem because of the US sanctions against Iran, a lot of
server and network admins in Iran have tried to host a mirror but we have
had no luck.
CentOS has prohibited Iran and some other countries because of U.S. Export
Administration Regulations (the “EAR”)  <https://www.centos.org/legal/> even
thought CentOS is under GNU GPL <https://en.wikipedia.org/wiki/CentOS>*

Another ridiculous thing is that CentOS has not clarify the exact CentOS
license in their website.

I have tried but they react like we are bad guys with all respect I think
you should mirror a private mirror for your users and/or data center.
