Hi Sami,

No, there is no speed limitation in place for rsync, so it depends from
your own available bandwidth and also from available bandwidth at the
other side.
The fact that we don't have any donated node in you your
region/continent/area means that from a GeoIP perspective, you're
falling back into getting one IP for msync.centos.org from USA.
What would be good to test at your side is if that's when you hit a
particular IP (ipv4 or ipv6) from that pool, and which one (you can also
see name of the msync node in the rsync banner)
