[CentOS-mirror] ?==?utf-8?q? New mirror in Cambodia

Hi Fabian

Our mirror will be offline for the next 24 hours.  Unfortunately we had a catastrophic failure involving a flaky raid controller and old disks.  We've dedicated a new machine and new HDDs to the mirror but it'll take time to build again.
