I'm not the one on CentOS team, Thanks a lot guys for great work you are 
doing!

In my book RELEASE means that everything is there. All tested, it is 
safe to install and use it. But after release, things will change (so 
the "content" is not final) till the end of system life cycle (which 
will be updates, and sometimes some dependencies will switch and similar).
