Yes : have you checked status for your mirror on
https://mirror-status.centos.org/ ?
"no time" means that even before validating all repositories, it tries
to see your global mirror age, and "curl
http://repos.hou.layerhost.com/centos/TIME" is empty.

so can you verify your rsync scripts ? once fixed at your side the
mirror will be crawled and validated and so enter list
