[CentOS-promo] Newsletter contributing

Hi Rich,

in the main newsletter section it works, thanks! But like older Newsletter
translation I would like to create a page under the following "de"
subdirectory: https://wiki.centos.org/de/Newsletter/1804

But there I have no edit / create rights to do that.
