I think I got the udev rules worked out.  My permissions let any user 
start a virtual machine; the closed source RPM from innotek requires the 
user to be a member of a specific group to start virtual machines (by 
having file permissions of 0660 on the device file).  I suppose good 
arguments could be made for doing it either way.
