[CentOS-virt] Avoid sharing interrupts under kvm guest

AFAIK irqbalance can only dynamically set CPU affinity for irq handlers,
but is unable to reassign irq numbers.

Is ACPI/APIC enabled in your qemu options? Usually virtio devices in
/proc/interrupts can be seen as two handlers per device - config request
queue and data transmission requests queue.
