check in /var/lib/rpm that there are no __db.... files left hanging 
around.  Also do a ps -ef | grep rpm to see if the process has actually 
stopped or has hung.

If it has hung kill it, then do an strace rpm --import ....   if the 
strace command shows rpm stalls on a futex_wait, kill it and delete the 
__db files and do it again....
