[CentOS] Bandwidth limiting

HTB has a htb.init script too. It's far better than CBQ if you want to
"hardcode" limits and can narrow the targets to fix machines and
protocols.
(I mean: all the ftp traffic or all that 192.168.1.20 can eat up from
bandwith).
