Anyone know > were I can find them? It would appear that the RPM you're using for HA isn't for RHEL/CentOS. These files (versions of them at least) do exist on your system. Also, while linux-ha.org points to ultramonkey for redhat rpms, they do not actually exist. If you're familiar with rebuilding src rpms though you can build it yourself from their provided 2.0.0-1.src.rpm.
