I've worked and have setup mail and all other kinds of systems from very
small shops with couple of users to relatively large ISPs with hundreds
of thousands of users. From University settings to totally private
profit-is-everything settings.
As far as responsibility to restore email from backup, there should be a
way to recover from "not really a users mistake" scenarios. Like his
USB stick gets stolen or fried or whatever. As for restoring individual
email that was deleted by the user, sure that is something that,
depending on the environment, might or might not be responsibility of
system administrator. Even if it wasn't, it is user friendly to help
the user if time and resources allow it.
