[CentOS] Building PHP PECL modules

I'm guessing that comes from upstream, since they don't distribute SQLite.
Perhaps a RFE for the CentOS php rpm to enable that would be in order if
enough folks think it should be included since CentOS *does* distribute
SQLite.
