You can use the jpackage.org repositories for rhel4 where you will be required to supply some of your own packages (java), or you can download the RHAPS iso from redhat directly at ftp://ftp.redhat.com/pub/redhat/linux/enterprise/4/en/RHAPS2, extract the contents, make a repo with createrepo, and install the contents (which will require you to supply your own java).
