The current US export policies (and that of many other countries through the Wassenaar agreement) allow to export opensource crypto code, except: "(2) You may not knowingly export or reexport source code or products developed with this source code to Cuba, Iran, Iraq, Libya, North Korea, Sudan or Syria."
