The reason for that (IMHO) is that old rivalry between IBM Brazil and the IBM Centers at RTP (Raleigh mostly). Since IBM RTP started working seriously on and with Linux, people from IBM Brazil started trying to ignore it. The reasons for the rivalry are old and rechanted in many places but since I left IBM I really don't follow it anymore. So, even tho unlikely, they might have ended their differences and the rivalry is no more.
