[CentOS] Fedora source packages on Centos -- libtiff again

This failed with:

yum localinstall libtiff-3.8.2-2.i386.rpm

Actually this did not seem to work either but the following did:

yum localinstall libtiff-devel-3.8.2-2.i386.rpm libtiff-3.8.2-2.i386.rpm

Interesting that order is important....
