Spammers will typically try to hit a lower priority MX with the
assumption it is less secure...allowing them to get their spam through.
Are the emails coming through your lower priority MX's junk or
legitimate?  Are all the MX's on the same network?  Is it possible that
MX1 is not accessible for one reason or another, but MX2 or MX3 are?
