[CentOS] Offline yum update possible?

Is it possible to update a centos system that is NOT connected to the
Internet at all?

e.g. Centos 4.1 to 4.3?

Can this be done with a 4.3 install CD, or by wget'ing some files,
moving them to the machine on CD or DVD and then upgrading using yum
locally?
