[CentOS] libtiff 3.6.1 and Asterisk spandsp

After chatting with the author of SpanDSP he tends to suggest using
3.8.0 of libtiff. I haven't had a chance to touch base with him lately
but the tiff lib has been hit of miss to the point where one of the
projects that I'm working with SpanDSP will probably need to be forced
to mirror source of the libtiff that work good with each version of
SpanDSP. I realize currently libtiff is 3.8.2 but results drasticly
vary.
