It's a cpan module called Embperl. I don't know of any repositories that package it, but you can either install it straight from cpan: perl -MCPAN -e 'install Embperl' or look at using something like cpan2rpm (http://perl.arix.com/cpan2rpm/) to package it as an RPM for you.
