Changelogs are > the very same and there's no announcement. This was just discussed on the mailing list - the .base. package is built against Postgres and MySQL from the official CentOS release, the .plus. is built against the upgraded Postgres and MySQL in the CentOSPlus repository. Johnny sent an explanation (might have been to the -devel list, not sure) of how best to configure yum for each situation.
