Shutting it down failed for some reason. You'll need to check your
logs to see what happened.

When you get errors like this, you can use lsof to see what's holding
the ports open. For example:
lsof -i TCP:80 -a -u apache
This would show you anything holding a TCP socket on port 80 owned by
the apache user.
