[CentOS] Where to find RHDS (Red Hat Directory Server) ?

No, not that I'm aware of.

If there are any utilities for Directory Server, then they should work
also for OpenLDAP. Only schema and very lowlevel functions like replication
configuration would be dependent on the server.
