Copy all the packages you want into a directory ($FCBASE/fedora/i386
in the link), most from the original CD and some you choose.
Be careful to copy all packages's dependency too!

Building such kind of CD is not easy and very time consuming.
Copy all your packages and install scripts on a separate CD and
install it after the installation is
a cheaper solution.
