[CentOS] rpm spec files for ruby

I'm sure /usr/lib/ruby/site_ruby is a perfectly happy directory, but
"--with-sitedir=/usr/lib/ruby/site_ruby" isn't.

For example:
$ ls -l ./--with-sitedir=/usr/lib/ruby/site_ruby
ls: cannot access ./--with-sitedir=/usr/lib/ruby/site_ruby: No such file or directory

$ --with-sitedir=/usr/lib/ruby/site_ruby
bash: --with-sitedir=/usr/lib/ruby/site_ruby: No such file or directory
