[CentOS] Can't get .htaccess to work

Again, oddly enough, the stock Centos http.conf contains in one place:
# Possible values for the Options directive are "None", "All",

and in another:
#
<Directory "/var/www/cgi-bin">
     AllowOverride None
     Options None
     Order allow,deny
     Allow from all
</Directory>

Isn't there an old joke that when the documentation and code differ they 
are probably both wrong?
