[CentOS] Missing /etc/log/rpmpkgs

/etc/log? Are you sure that you don't mean /var/log/rpmpkgs?

That one is updated via /etc/cron.daily/rpm, which belongs to the
rpm package. So if you do have rpm installed, you should have a) the
cron job and b) the log file.
