This appears to be happening because the root filesystem is on a USB drive and the system has lost track of the device, as if the cable had been unplugged (even though it was not). I was accidentally able to see this happen while booted from the 5.0 CD in rescue mode, although I can't determine steps to reproduce it. In any case it's probably unrelated to the networking question, and certainly unrelated to the new kernel.
