RT rox - it too difficult to setup. A tiny learning curve, but for the
money (free beer) it's the best I seen. 

Another it OTRS (of course it's mentioned however, there are tons of
whistles and bells (overkill for most IT needs) and if you don't need
them, then RT is by far the best.
