[CentOS] GSL version >= 1.8 CentOS 4.x ?

Hi! Is there a version of gsl library >= 1.8 available for centos 4.x?
If indeed there is none (as i founded nothing so far) has someone some
idea how should i make the rpm from src.rpm ?
