[CentOS] Extended characters not working on CentOS

Already loaded, and no....

Interestingly enough, in Seamonkey, on both Windows and CentOS, the
character encoding shows up as Chinese Traditional (Big 5), but it
just doesn't seem to display properly on CentOS.
