It looks like you have only 3 lines in your arp table, so it's really hard
to understand how it would overflow from that.

What does the output of "arp -a" look like?

You can also look at: cat /proc/net/arp

Please post the output of: sysctl -a | grep neigh

Do you have IPv6 enabled?
