I already pointed out in my first reply that he may hit some limit, but he didn't follow up on that. In case there are no limits one of the few options left is that some third-party software affects behavior. Normal operation of fastest-mirror in a normal environment doesn't exhibit this behavior, that's what I wanted to clarify.
