Restart the service(s) you want to see the changes in.

limits.conf typically takes effect when the user logs in, su
I suspect would take effect when someone runs su, sshd takes
effect possibly when sshd is restarted, though it may be dynamic,
since a separate child process is spawned for each client
connection.
