[CentOS] Conga Ricci Luci "Add a Virtual Service" tab missing or disabled

Hi guys ... I have a problem ...

here is my settup


      luci

xen0     xen1

[root at xen1 ~]# clustat

I can migrate live ... domU between the 2 xen`s ... my problem is ... in the
Luci I don`t have the

"Add a Virtual Service"

I have no idea how I enable that ....
