you need to mount the ROOT directory, then mount the /boot partition
under that. assuming / is /dev/sdb2 and /boot is /dev/sdb1
# mount /dev/sdb2 /rootdir
# mount /dev/sdb1 /rootdir/boot
# chroot /rootdir
