First of all, I don't think this is a kickstart problem, I think
you'd have the same problem doing that on the console. Compare:

    # cat <<EOF10
    > echo $USER
    > EOF10
    echo root

with

    # cat <<'EOF10'
    > echo $USER
    > EOF10
    echo $USER
