I believe those are result of a failed install of an RPM, where it had time to unpack the files (or start unpacking them) but not to finish writing them and renaming into the definitive names. This might have happened if the machine crashed in the middle of an RPM install. > I can remove it? I believe you can, after all I don't think any applications would try to access those files.
