don't think so, doesn't look like it:
ls -l `locate grub.conf`
-rw------- 1 root root 2404 Aug 30 21:39 /boot/grub/grub.conf
lrwxrwxrwx 1 root root 22 Jul 24 2009 /etc/grub.conf -> ../boot/grub/grub.conf
