the commonest issue with messed up time zones is whether the BIOS CMOS
clock is set to UTC or local, and whether the OS knows it correctly.
in addition to /etc/localtime (which really shoudl be copied from
/usr/share and not linked, if /usr is an alternate file system, the link
will not be available when the OS starts), there's /etc/sysconfig/clock
which tells the OS whether CMOS is UTC or not, and also gives the time
zone, and should give it as America/New_York, and not the EST5EDT style.
