Horde is now on version 4.x (I think something like 4.08) Everything has changed On top of that - it does take more than the administration panel to configure either Horde 3.x or Horde 4.x and thus you really need to ssh and read the file /usr/share/doc/horde-3.3.11/docs/INSTALL just as it says.
