RHEL provides them as part of their "supplementary" packages, which is not completely integrated with CentOS. If you need the latest/greatest, to play nicely, I can publish my .spec files for the various Sun/Oracle published components. My "jpackage-utils-compat-el5" package, in particular resolves some the RHEL/CentOS spacific requirements for the wildly out of date jpackage-utils components.
