It is NOT trivial in Windows to have the permissions on a directory set so that Bob has rwx permission on the directory, but when new files (or directories) are created in that directory Bob has r-- permissions on the files inside the said directory. You can "assign" different permissions on each file and directory in Windows by turning off inheritance and making an assignment.
